California's governor Arnold Schwarzenegger has declared states of emergency in three of the worst affected counties, including celebrity-studded Santa Barbara, where many Hollywood stars have homes.

The fires, which are being fanned by Santa Ana winds of near-hurricane forces, have destroyed hundreds of homes and forced more than 20,000 people to flee.
